In recent years,China Vocational Education Association has been steadfast in embracing President Xi Jinping's congratulatory letter on the 100th anniversary of our establishment.By connecting and mobilizing individuals dedicated to vocational education, we've diligently exercised our rights and obligations as outlined in the Vocational Education Law of the People's Republic of China. Since becoming a non-governmental organization member in contact with the United Nations Department of Public Information in 2004 and gaining approval as a non-governmental organization member in contact with the United Nations Economic and Social Council in 2010, China Vocational Education Association has actively engaged in influential international activities. Leveraging our status as a UN-affiliated non-governmental organization, we've strengthened bonds with foreign vocational education entities and key stakeholders. Our collaborative efforts have extended to developed vocational education nations like the United States, Germany, France, the United Kingdom, Austria, Ireland, South Korea, Australia, and "Belt and Road" partner countries. Through these engagements, we've facilitated personnel exchanges, introduced high-quality vocational education resources, and orchestrated cooperative meetings between Sino-US, Sino-Korean, Sino-French, and Sino-Irish vocational colleges.

Over the past decade of supporting the "Belt and Road" initiative, China Vocational Education Association, in conjunction with numerous vocational colleges, has contributed significantly to this collective endeavor.

中华职业教育社参与并推动职业教育国际品牌鲁班工坊落地实施;在马来西亚成立中马人工智能学院;在赞比亚、南非成立大禹学院;在尼泊尔建立中尼电力丝路学院;发起成立中非职业教育合作联盟、中泰职业教育联盟;举办澜湄6国铁路官员和技术人员培训班、东南亚铁路技术人才培养国际合作技术官员研修班,创新实施“一带一路英才计划”,缅甸、老挝、越南籍留学生开展助学活动……

Our active participation has manifested in the international implementation of the Luban Workshop in vocational education, the establishment of the Sino-Malaysian AI Institute, Dayu College in Zambia and South Africa, and the China-Nepal Silk Road Institute of Electric Power. We initiated the China & Africa Technical and Vocational Education Cooperation Alliance and the China-Thailand Vocational Education Alliance. Organizing training courses for railway officials and technicians in the Lancang-Mekong region, international cooperation and technical officer training courses for Southeast Asian railway talents, we've innovatively executed the "Belt and Road Talent Plan". Scholarship activities for students from Myanmar, Laos, and Vietnam have also been conducted.

近年来,我市深入贯彻落实国家、省关于加快发展职业教育的决策部署,抢抓部省共建国家职业教育改革市域试点重大机遇,充分发挥毗邻京津和雄安新区优势,以深入推进产教融合、校企合作为重点,努力创新体制机制,围绕我市“7+18+N”产业布局(“7”,是“医车电数游”、超低能耗建筑和都市型农业七个主导产业;“18”,是生物医药健康、汽车等18个重点产业链;“N”,是每个县有1-2个特色产业),引导学校依据市场需求设置和调整专业,建立专业设置动态调整机制,不断提升专业与产业的匹配度,努力探索产教深度融合、校企紧密合作的长效机制。
In recent years, our city has thoroughly implemented the national and provincial decisions on accelerating the development of vocational education. Seizing the major opportunity of being a national pilot city for vocational education reform in cooperation with central ministries and provinces, we have fully leveraged the advantages of being adjacent to Beijing, Tianjin, and the Xiong'an New Area. Our focus has been on advancing the integration of production and education and promoting school-enterprise cooperation. We strive to innovate institutional mechanisms, aligning with our city's industrial layout of "7+18+N" (where "7" refers to seven leading industries: medical, automotive, electronics, digital, tourism, agriculture, and urban agriculture; "18" refers to 18 key industrial chains, and "N" indicates each county's unique industries). We guide schools to dynamically adjust majors based on market demand, establish mechanisms for adjusting major settings, and continually enhance the alignment between majors and industries. Efforts are made to explore a long-term mechanism for deep integration of production and education and close cooperation between schools and enterprises.

Firstly, we have increased the supply of policy support and strengthened the top-level design of production and education integration. We leverage the coordinating role of the Leading Group for National Vocational Education Reform Pilot Work in Baoding City to enhance the top-level institutional design for government involvement in production and education integration. The group sets direction, formulates policies, provides platforms, and establishes mechanisms. To promote pilot construction, the Municipal Party Committee has established a monthly reporting and quarterly scheduling mechanism for pilot work, constructing a production and education integration promotion mechanism involving close collaboration between relevant departments and active participation of industry organizations. Secondly, we have implemented incentive policies and fostered enterprises with production and education integration. For the 19 provincial-level enterprises already identified as having production and education integration, we have implemented the prescribed reductions and exemptions in education fees and local education surcharges, as well as other tax benefits. In 2022, the total amount exempted reached 916,656.07 yuan, significantly increasing the enthusiasm of enterprises to participate in vocational education. We actively seek policy support for the first batch of 30 municipal-level enterprises identified as having production and education integration. We incentivize these selected enterprises to participate in or host vocational education through various means such as professional construction, training room construction, course development, cultural construction, and talent training, deeply involving them in education and teaching reform. Thirdly, we continue to deepen pilot reforms and strengthen the construction of a "double-qualified" teacher team. Baoding Vocational and Technical College has been designated as a pilot unit for the construction reform of a "double-qualified" teacher team, carrying out a series of effective measures, and has been recognized as one of the top 100 models for comprehensive innovation and reform experiments in the country, promoted nationwide. This year, we have identified 30 municipal-level enterprises with production and education integration and 20 municipal vocational colleges as designated internship training bases and "double-qualified" teacher training bases. Fourthly, we implement "order-based" training and jointly cultivate urgently needed skilled talents with enterprises. We encourage vocational colleges to conduct "order-based" talent training with enterprises, where schools train students according to the talent specifications and quantity requirements provided by employers. Cooperation is established in terms of faculty, technology, and school conditions, with training conducted in a work-study alternating manner. After graduation, students are directly employed by the employers. Currently, nine vocational colleges, including Baoding Vocational and Technical College and Anguo Vocational Education Center, have jointly launched "order-based" talent training with companies such as Hebei Heze Information Technology Co., Ltd. and Hebei Baixiaodan Medicine Co., Ltd., with an annual training scale of nearly 2,600 people.

Next, we will focus on the demand for industrial skilled talents in our city's "7+18+N" industries and establish an industry-leading enterprise-led, high-level university-led, and vocational school-led industry-education integration community. This community will involve schools, research institutions, upstream and downstream enterprises, and others in a collaborative effort to explore effective mechanisms for physical operation. Centered around the talent demand in our city's power and new energy high-end equipment cluster, we will form an advanced manufacturing industry-education integration community in Baoding to serve the development of the automotive and electrical industries. Additionally, we will establish a modern service industry-education integration community to serve the development of medical, tourism, and ultra-low-energy building industries. A digital service industry-education integration community in Baoding will also be formed to serve the development of the digital industry. We will support joint efforts between enterprises, higher vocational institutions, and secondary vocational schools to carry out "2+2+2" years of high-quality technical and skilled talent training. This includes co-building industry-education integration internship and training bases with production and teaching functions in a "school within the factory" and "factory within the school" manner. Schools and enterprises will jointly develop integrated courses that have both production and teaching functions, providing enterprises with high-tech skilled talents and offering services for student employment and development.

Regarding your second question, Baoding City will leverage the opportunity of the forum held in Baoding to further enhance its ability and level of serving countries along the "Belt and Road," allowing outstanding achievements in vocational education in Baoding to go global. North China Electric Power University and Hebei Agricultural University have undertaken the Ministry of Commerce's foreign aid training program. Hebei Software Vocational and Technical College is exploring international cooperation and education paths in vocational education, developing overseas training programs that combine the Chinese language with vocational skills. They have established the Sino-Thai Zu Chongzhi College, partnered with Lizhong Group to enter the Thai-Chinese Rayong Industrial Estate, and engaged in international cooperative education. Jizhong Vocational College has signed agreements with Valencia, Spain, and Kuala Lumpur, Malaysia, to carry out the Luban Workshop project, providing skills training and academic upgrading in intelligent manufacturing and construction. They are also conducting faculty training for the Luban Workshop. Other vocational colleges in Baoding actively serve the national "Belt and Road" initiative, assisting local traditional industries, advantageous industries, and emerging industries in going abroad. They promote the "going out" of high-quality vocational education resources and facilitate mutual learning and cooperation with countries along the "Belt and Road". This effort becomes an effective bridge for promoting youth employment and improving people's livelihoods along the "Belt and Road". It also serves as a new carrier for Sino-foreign economic and trade and cultural exchanges.

千年大计,教育先行。新区党工委、管委会始终高度重视教育事业发展,认真落实立德树人根本任务,服务北京非首都功能疏解,推动教育高质量发展,教育面貌发生根本性变化。
Education leads in our millennium plan. The Party Working Committee and the Management Committee of Xiong'an New Area have attached great importance to the development of education as always. We have been soundly implementing the fundamental mission of cultivating people with moral integrity, helping decentralize Beijing's functions that are not necessarily bound to its capital status, and promoting education towards high-quality development, thus contributing to several fundamental changes in education here.
一、高标准配备教育设施,高质量打造“家门口”教育。三个关键词“便捷利民、高标准、有活力”。一是便捷利民。按照融合、开放、共享、便捷要求,打造5分钟到幼儿园、10分钟到小学、15分钟到中学的教育生活圈;新建片区所有学校均提供午餐,减轻家长中午接送孩子负担。二是高标准。根据学习多样化、个性化、智能化发展趋势,每所学校都高标准配置风雨操场、报告厅、图书馆、科学教室等功能教室,特色化配备沙画、古筝、沙壶等学生个性发展需求的教学设施设备,可以说新区教育硬件设施一流完备。三是有活力。面向全国引进一批高素质教师队伍,初中和高中学段研究生比例达到80%以上;在全国范围引入一批名校园长,他们为新区带来先进的教育理念,新区的教育活力十足。新区成立后,在新建片区陆续投入使用新建学校41所,引入教师2600多人。
1.Being equipped with high-standard educational facilities to deliver high-quality education "on the doorstep". The three key words would be “accessibility, high standards, and vitality”. The first is accessibility. To meet the requirements of making education integrated, open, sharing and convenient, we are building education-centered life circles where kindergartens can be reached in five minutes, primary schools in ten minutes and middle schools in fifteen minutes; all schools in newly built areas provide lunch to children, so as to save the labor of parents in picking up their children for lunch at home. The second is high standards. In line with the development trend of learning to be more diversified, personalized, and intelligent, each school is equipped with high-standard functional classrooms, such as PE gyms, lecture halls, libraries, and science classrooms, as well as specialized teaching facilities and equipment to meet personalized development of students, such as sand paintings, zhengs, sand pots, etc. We should say that Xiong'an New Area now features complete first-rate  hardware facilities for education. The third is vitality. A group of highly qualified teachers are being introduced to Xiong'an New Area from across the country, so that masters' degree holders now account for 80% in secondary and high schools; and a group of outstanding principals are being introduced, so as to implement advanced educational concepts, to keep revitalizing the education in Xiong'an New Area. Since the establishment of Xiong'an New Area, 41 schools have been built and put to use in newly built areas, and 2,600 teachers have been introduced therefore.
二、立足京津冀教育协同发展,引入优质教育资源。一是北京市“建三援四”项目托管8所学校全部开办,在新区可享受北京名校教育。北京市“交钥匙”的北京四中雄安校区、雄安史家胡同小学、雄安北海幼儿园已于今年秋季面向疏解单位招收了首批学生;北京市第八十中学、海淀区中关村第三小学、朝阳区实验小学、六一幼儿院以“组团式”办学方式,协助雄安新区举办5所优质学校。通过教学资源共享、双师课堂、“一对一”拜师等多种形式,实现京雄校区协调发展。二是京津冀59所优质学校与雄安新区学校建立多种形式的帮扶合作关系,以委托办学模式引入中芬教育协会、北京幼师集团、北京爱弥尔教育等优质资源到新区办学,助推新区教育水平快速提升。
2.Introducing quality educational resources, based on the Beijing-Tianjin-Hebei coordinated development in education.On the one hand, all the eight schools under Beijing Municipality's project of “Building Three Schools and Providing Aids for Four Schools” have been opened, to provide residents in Xiong'an New Area with education from Beijing's famous schools. Beijing Municipality's turnkey projects, namely Beijing No. 4 Middle School Xiong'an Campus, Xiong'an Shijia Hutong Primary School, and Xiong'an Beihai Kindergarten, have enrolled their first group of students this fall from the institutions settled in Xiong'an New Area for the decentralization; schools including Beijing No. 80 Middle School, Haidian District Zhongguancun No. 3 Primary School, Chaoyang District Experimental Primary School, and Liuyi Kindergarten assisted Xiong’an New Area in running five quality schools in a “collectivized” school running system. A coordinated development of Beijing and Xiong'an New Area is achieved in various forms, such as sharing teaching resources, providing dual-teacher classes, and “one-on-one” apprenticeships. On the other hand, 59 premium schools in Beijing-Tianjin-Hebei region have established partnerships in various forms with schools in Xiong'an New Area, and introduced excellent education resources to Xiong'an New Area in an entrusted model of school running, such as Finland-China Education Association, Beijing Kindergarten Group, and Beijing Emile Education, to boost rapid improvement of education level in Xiong'an New Area.
三、围绕创新驱动发展,深化职业教育产教融合、校企合作。我们瞄准世界科技前沿,面向国家重大战略需求,通过科技产业园、科创服务中心、科技创新雄安专项等平台,加强校企合作、产教融合发展。今年来,先后举办了“2023(首届)产教融合发展大会”“千企雄安行”“百校雄安行”和第四届雄安“智绘未来”创新创业大赛、首届“智绘未来”科技活动周等大型活动。围绕新区五大主导产业,谋划高等职业教育,鼓励企业参与和举办职业教育,培养新区急缺高端产业人才;依托现有中等职业教育,通过订单培养、专业共建、实习就业、社会培训等多种形式开展与企业的交流合作,抓实抓好现代职业教育高质量发展。
3.Deepening the integration of vocational education with industry and the school-enterprise cooperation in vocational education, focusing on innovation-driven development Aimed at the world's technological frontier and meeting China's major strategic demands, we strengthen school-enterprise cooperation and the integration of vocational education with industry via platforms such as sci-tech industrial parks, technological innovation service centers, and Xiong'an science and technology innovation projects. This year, we have held many events including the 2023 (First) Conference for Industry-Education Integrated Development, Visits to Xiong'an by Hundreds of Enterprises, Visits to Xiong'an by Over a Hundred Schools, the 4th Xiong'an "Smart Blueprint" Innovation and Entrepreneurship Competition, and the first "Smart Blueprint" Science and Technology Week. We plan for higher vocational education centered on the five leading industries in Xiong'an New Area, and encourage enterprises to participate in and deliver vocational education, in order to cultivate highly needed talents for advanced industries in Xiong'an New Area; we carry out exchanges and cooperation with enterprises in such forms as training-to-order, co-building majors, internship and employment, and social training, based on existing secondary vocational education, to realize high-quality development of modern vocational education.
四、推动高校疏解工作,打造高等教育聚集高地。支持“双一流”建设高校在新区办学,构建高水平、开放式、国际化高等教育聚集高地。今年9月,雄安高校协同创新联盟成立,首批四所疏解高校签署战略合作协议,明确资源共建共享、优势和特色交叉学科建设、产学研新模式构建、人才培养引进等重点合作内容,为四校协同创新工作顺利开展提供保障。11月28日,首批四所疏解高校开工建设,四所高校在雄安扎根,为雄安高等教育发展奠定坚实基础。雄安新区关于教育事业的美好蓝图正在一步一步变为现实。

4. Promoting the decentralization by higher education institutes and developing a cluster of higher education institutes. We support the school running in Xiong'an New Area by universities of the Double First-Class initiative, in order to develop a cluster of high-level, open, and international higher education institutes. This September marked the establishment of the Collaborative Innovation Alliance of Universities in Xiong'an New Area. Under the alliance, the first four universities contributing to the decentralization have signed strategic cooperation agreements, which specify key cooperations in joint construction and sharing of resources, crossover construction of advantageous and characteristic disciplines, construction of new industry-university-research cooperation models, and talent training and introduction. This way, the four universities are supported in their successful development of collaborative innovation. On November 28, the construction has been commenced for these four universities contributing to the decentralization. Their settlement in Xiong'an New Area will lay a solid foundation for the development of higher education here. The wonderful educational blueprint made by Xiong'an New Area is now being realized step by step.

Based on the statistics of 100 colleges active in international cooperation of vocational education, which were selected in the book of "Collection" from across the country, over the past ten years, international education cooperation of these 100 vocational colleges has covered 130 countries, accounting for 85.5% of all co-building countries of the "Belt and Road." In terms of talent cultivation, these 100 colleges have established 158 schools overseas, covering majors such as manufacturing, construction, transportation, water conservancy and electric power, agriculture, and information technology. They have enrolled a cumulative total of 43,000 students, providing training for 267,000 people from co-building countries of the "Belt and Road" and online training for over 370,000 people, contributing to successful employment of 56,000 locals. In terms of resource co-construction, these 100 colleges have established 3,236 vocational education teaching standards, published 303 bilingual textbooks, and built a total of 1,121 overseas training rooms, serving over 220,000 students.
